Funding Largely Made Possible Through Natural Gas “Act 13” Impact Fees
HARRISBURG –State Sen. Gene Yaw (R-23) today commended the Pennsylvania Housing Finance Agency (PHFA) Board of Directors for approving the release of $2.56 million in Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) funding that will be distributed across Bradford, Lycoming, Sullivan, Tioga, and Union counties.
“PHARE is a crucial part of our overall effort to improve our economy and provide affordable housing to our region’s residents,” Sen. Yaw said. “This funding is a substantial investment across the 23rd Senate District and will certainly provide help to those who need it most. It is important to acknowledge these dollars are made available, in large part, due to our natural gas industry.”
The 20 projects include:
Bradford County
- Bradford County Housing Program – $185,000
- TREHAB – Bradford County Homebuyer Assistance – $480,000
Lycoming County
- American Rescue Workers – Rental Assistance Program- $100,000
- Community Options Inc.- Affordable Housing Preservation for Pennsylvanians with Disabilities $80,000
- Asbury Foundation – Albright LIFE Lycoming Rental Assistance Program – $48,000
- Greater Lycoming Habitat for Humanity – Home Construction Scott St. Build #2 -$25,000
- Greater Lycoming Habitat for Humanity – Home Preservation Program – $25,000
- Greater Lycoming Habitat for Humanity – $50,000
- Lycoming-Clinton Joinder Board – Interim Housing Program – $52,000
- STEP, Inc. – Homes-in-Need – $200,000
- STEP, Inc. – Supportive Housing Program – $200,000
- STEP, Inc. – Urgent Need Program -$50,000
- Transitional Living Centers – Master Leasing Program -$200,000
- YWCA Northcentral PA – Liberty House $100,000
Sullivan County
- Sullivan County Rental Assistance Program – $80,000
Tioga County
- United Christian Ministries, Inc. – David’s by the Lake – $84,800
- United Christian Ministries, Inc. – Garnet House – $75,000
- United Christian Ministries, Inc.- Kenner Court -$75,000
- Tioga County Homeless Initiative – $200,000
Union County
- Union-Snyder Community Action Agency – Comprehensive Housing Program – $250,000
The approved projects will remediate and construct housing and address housing needs for seniors, low to moderate income individuals and individuals who are intellectually disabled or those with mental health issues. The projects will also provide rental assistance and offer homeownership options.
The PHFA works to provide affordable homeownership and rental housing options for older adults, low- and moderate-income families, and people with special housing needs. PHFA programs and operations are funded primarily by the sale of securities and from fees paid by program users, not by public tax dollars. The agency is governed by a 14-member board.
